The Department of Basic Education (DBE) has decided to stop accepting new assistant appointments on June 15, 2024, as the deadline for Phase III of the Presidential Youth Employment Initiative (PYEI), which is quickly approaching on August 31, 2024, approaches.
Phase III of the PYEI, which is being implemented in the basic education sector, is currently in its second half. According to the DBE, the youth have a lot of positive stories to share.
This implies that in the event of a vacancy after June 15, 2025, schools will not be able to employ new teachers or substitutes. Given that the winter vacation is set to run from tomorrow, June 24, to July 19, 2025, this is being done to ensure school stability, the DBE stated in a statement on Thursday.

Less than seven weeks of Phase III will remain when schools reopen for Term Three of the 2025 academic year, according to the department.
“At this period, high schools would be getting ready for the preliminary matriculation exams in 2025.
Additionally, there wouldn’t be enough time to give the young people the orientation and training they need to help them get valuable work experience.
“As per the Department of Employment and Labour, the NMW is R23.19 for every regular hour worked as of March 1, 2025. For youngsters appointed under Phase III of the PYEI, the effective stipend is R4 081.44, which includes the employee’s payment to the Unemployment Insurance Fund (UIF).
The department stated, “Therefore, after deducting the 1% employee contribution towards UIF, which is R40,81, the monthly stipend payable to the assistants is R4 040.63.”
The Phase III employment contract has the following clauses:
Unless the deduction is mandated by law, an employer may not withhold money from an employee’s compensation without the employee’s consent.
The Unemployment Insurance Fund (UIF), which the EA/GSA is obligated to pay, must be withheld by the employer and paid to the Department of Employment and Labour.
Any money that was mistakenly overpaid to the EA or GSA may be withheld by the employer.
Employers are not permitted to demand or permit the EA/GSA to reimburse them or anybody else for their labor.
The number of days the assistant takes leave above the allotted leave days may be subtracted by the employer from the EA/GSA stipend.
The DBE declared, “The schools are not permitted to make any arbitrary deductions, which are not in line with the employment contract signed between the youths and the school.”

It is intended to help sustain livelihoods and acts as a means of addressing South Africa’s high rates of youth unemployment.
